Trees Blowing Hurricane Sandy

Q: Why are the large trees in the middle distance blowing, but not the tiny sapling, or the other trees? A: The trees shaken by Hurricane Sandy are in a wind tunnel formed by a long arm of Rock Creek Park.
The sapling is in front of a nine-story U-shaped apartment building, only one wing of which shows up here. The other trees and bushes are likewise sheltered by some multi-storied structure between them and the east wind.
